Managing Director  WASA Rawalpindi cancelled the NOC issued already to two housing societies situated on Chakri Road, Rawalpindi. These NOC were issued by WASA on 11th July,2013.


According to sources, applications for granting NOC for Water and Sewerage of two housing societies ere filed to WASA on 8th July,2013. Just after 3 days, NOC was issued in an hurry. 

In the meeting held on 13th September, 2013 chaired by Director  Development & Finance, Report on availability of water in the said two housing societies was asked from concerned.

On realisation of mistake committed in issuing NOCs in hurry, MD WASA ordered to cancel them immediately. 

Protest by allottees of I-11 sector Islamabad over issue of non-possession of their plots during last 22 years.

Allottees of I-11 sector Islamabad made a protest over issue of non-possession of their plots despite passage of some 22 years.


Almost twenty two (22) years have passed but possession of residential plots in Residential sector could not be materialised by CDA. Allottees have already paid their due payments much long ago. Allottees of this sector staged a protest to get attention of Administration of Capital Development Authority for not providing possession and no development in Sector I-11.

According to Statement of allottees, the project was to be completed till June, but only 40% work is completed. They have shown their displeasure over stop of work. They stressed upon Chairman CDA to finish the development process as early as possible.

House owners have complained that Rawalpindi Cantonment Board is issuing Property Tax Notices along with surcharge despite the waive off such tax in 2007.

When concerned office is approached for this injustice, it asked for provision of map and registration copy of house. However the copy of houses is already held with the same office.

The owners are of the view that the cantonment board may grant waive off under the rules implemented since 2007.

CDA Islamabad prepared a new housing Scheme " Gandhara Enclave".

CDA Islamabad is ready to launch a new housing Scheme " Gandhara Enclave" very soon.

One more good news is received from Capital Development Authority (CDA) Islamabad regarding preparation of new housing scheme called "Gandhara Enclave".

Site of this scheme is at the start of Margalla Avenue on GT Road and in front of Sector B-17. This scheme consists of 332 Kanals area. Five Apartments Tower will be constructed over an area of 24 Kanals.

Speed of Re-assessment Survey of Property in  Rawalpindi is not up to the mark. Only 35 % survey work could be completed in 2.75 months. It seems that Field work may no be completed in next 2 months. However the dead line was fixed as 30 September 2013.

According to reliable sources, the demand of property tax will be enhanced four times. This survey is being conducted after 12 years. During this period, cost of property and rental value has supplemented many folds.

UNLAWFUL allotment of costly Residential Plots to high officers.

ILLEGAL ALLOTMENT OF HIGH PRICED PLOTS TO HIGH OFFICERS IS DISCLOSED BY AUDITOR GENERAL OF PAKISTAN'S REPORT.


Auditor General of Pakistan (AGP) pointed out the illegal allotment of 234 heavy priced plots to higher officers in Grade 22, on raising the issue of violation of MOU of Federal Government Housing Foundation. These officers were not eligible technically under Prime Minister Scheme and these officers were also owners of plots already.

In the report of 2012-13, AGP removed the curtain from hidden malign designs and disclosed that 9 officers, who had not applied for plot under the scheme and and they were already possessing plots from CDA / Federal Government Housing Foundation, were also given plots worth Rs. 140 Millions by violating the rules and regulations.

It is also told that 32 plots worth Rs. 270 Millions were given to those officers who were not entitled on the condition of age factor. It was due to not proper scrutiny done by the concerned authority.




Tax on all big housing schemes and bungalows is ready to implement.

Excise and Tax Deptt. of Govt of Punjab is committed to apply Property tax on all big housing schemes and bungalows.

Government of Punjab has prepared its plan to impose property tax on all big housing societies, Defence Societies, cantonments, and Luxury bungalows.

Authorities of Tax and Excise Deptt. told that plan of tax implementation on all big bungalows is at final stage. It will be implemented on big and luxurious bungalows without any discretion.

 As per approved law, Luxury Tax is as below:

Rs. 500,000/-:-       Bungalow with area 2 kanals but less than 4 kanals

Rs.1,000,000/-:       Bungalow with areas 4 kanals to but less than 8 kanals


Rs.1,500,000/-:       Bungalow with areas greater than 8 kanals


If any owner has paid the tax, the new owner of that bungalow will be exempted from tax.


It was hoped initially that there would be earning of Rs. 2.5 Billions from this tax. Experts say revenue can be more than Rs. 5 Billions if Law is implemented on a big scale.

Apprehension of Senate Committee over sale of Society Land on very low price.


Senate Committee shows deep concern over sale of Housing Society's Land for cheap price.

Special Committee of Senate for Senate Housing Society Islamabad has shown its displeasure over the issue of selling land of housing Society at very less price. The committee ordered to present the report based on actual facts and figures.

40.5 Kanals of land was purchased at the cost of Rs. 1600,000/- per kanal and it was sold at the cost of Rs. 150000/-per kanal. Committee advised the Society to forward all informations to Capital Development Authority (CDA).

Meeting was held under the chairmanship of Sardar Fateh Muhammad Husni. The member committee Zafar Ali Shah, Commissioner Islamabad, CDA authorities, old and new Administration of housing society attended the subject meeting held in Parliament House Islamabad.

Plan of $12 Billion-TWIN CAPITAL CITY near Islamabad is underway.

Government of Pakistan has planned a mega project worth $12 Billion " new twin capital city" near Islamabad termed as "Dream Project". Under this dream project, commercial multi-storey buildings will be constructed like Dubai near Margalla Hills.

CDA is working on this project day and night. A new airport will be constructed near Rawat, Islamabad. Plan will be composed of 25000 acres. 8 to 10 lanes road will connect it with Motorway from Rawat. There will be a tunnel between old and new Islamabad.

As soon as the plan is finalized, Prime Minister, Mian Muhammad Nawaz Sharif will announce it. PM has directed Chairman CDA to work on this project on war footing base so that it may be started as soon as possible.

MOU signed between Urban Unit Punjab and CDA on use of satellite data for acquiring land.

Memoandum of Understanding (MOU) signed between Urban Unit Punjab and Capital Development Authority Islamabad (CDA).

Memorandum of understanding (MOU) between CDA and Urban Unit of Punjab has signed for helping CDA in acquiring Land through use of Satellite Survey.

In the light of MOU, experts from Urban unit will assist CDA, Islamabad in urban planning, revenue generating, arranging Land Record in better form.

With agreement of this MOU, transparency will possibly be assured in the process of acquiring land for future sectors by CDA. Urban Unit and CDA will adopt three points policy to acquire Land in future. For this assistance, CDA will pay nothing as it is a complementary MOU.

CDA Islamabad in need of revenue.

CDA has planned two projects for the purpose of generating revenue.


Chairman CDA approved two projects, 1) construction of  "office complex" in blue area and 2) "auto care complex" in I-11 sector. In these two projects, CDA will rent out offices, workshops and showrooms so that it may generate millions Rupees on monthly basis.

In order to construct these two towers, It will issue CDA Municipal Bond to get earning of three billion rupees. CDA will refund this amount with mark up in three years. Chairman CDA appointed Deputy Director Benish as Project Director for Municipal Bonds.

For issuing Municipal Bonds, NOC is being arranged from Finance Division. From these towers not only CDA will get earning but also General public will get facility of offices, workshops and showrooms as well.

CDA, Islamabad has announced to open two new sectors C-15 & C-16

Islamabad: 

Capital Development Authority has announced its new plan for opening two new residential sectors to meet the residential requirements of  General Public during current financial year.

However, CDA is facing some severe pressure from Land Mafia and many complexities. CDA is hoping to generate heavy revenue from opening/developing of these two sectors i.e. C-15 & C-16. If land mafia succeed in its malign designs then CDA may have untold hardships in gaining the expected revenues.

Reliable sources said that CDA acquired the land of these sectors in 2008 in the light of Land Sharing Policy of 2007 but could not acquire house at that time. Thousands of houses have been constructed yet so that plots and money may be got from CDA in return as per policy.

In order to get rid of these so called professional affectees, it is essentially required that with the help of Google images, GIS images from SUPARCO, authentication from Revenue Record, Utility bills and voters list.







Punjab Govt. is going to make a law against Fraud housing Societies.

Punjab Government is committed to make a law against Fraud housing Societies.


Lahore:     Chief Minister Punjab, Mian Shahbaz Sharif advised the concerned authorities to finalise the law against Fraud Housing Societies in order to prevent the General Public of different cities. A senior officer told that new law will provide a framework, which has to obey by all Private Towns and Housing Societies.

He also said that there are many such examples where Housing Societies collected heavy money from innocent people, promised to deliver the plot in some specified time frame, but did not hand over the same on due date and hence the general public deprived of their money.
